Don & Pearl Brosz Memorial Scholarship

Each year, the Wyoming Water Association awards up to three scholarships to members’ children or grandchildren to attend higher learning institutions. The $1500 scholarships further our goals of educating citizens on the importance of Wyoming’s water resources.

Children, grandchildren, and wards of current WWA members are eligible to apply. Student members of the association are also eligible. Students must be a Wyoming high school senior, a Wyoming high school graduate, or a student currently enrolled in a Wyoming college or vocational school. Applicants may not have received the scholarship in the preceding year but may apply for a second scholarship in a non-consecutive year. No student may be awarded more than two total scholarships.

The WWA Scholarship Committee will select three winners to receive $1500 towards the 2026-27 school year.


2025 Recipients

Francie Scott

Frances (Francie) Scott is currently a freshman at the University of Wyoming studying chemistry. A graduate of East High School and former student of the Wyoming Virtual Academy, Francie earned multiple academic honors, including the Seal of Biliteracy in Spanish, several Academic Letters, and membership in the National Honor Society. She participated in the Wyoming Academic Challenge and served as a chemistry tutor. Francie is a recipient of the IB Diploma and is currently part of the Wyoming Research Scholars Program. In the summer of 2025, she will attend the Fulbright-Hays Language School in Costa Rica through the University of Wyoming.

Shelby Hoobler

Shelby  is a senior at East High School in Cheyenne, Wyoming, where she maintains a 4.245 weighted GPA and has earned Academic Letters all four years. A nationally recognized student researcher, Shelby is a multi-year finalist in the National FFA Agriscience Fair, National STEM Challenge, and Broadcom MASTERS. She has earned over 20 college credits through dual enrollment and was named Wyoming STEM Student of the Year. Shelby is actively involved in FFA, soccer, and the Cheyenne Frontier Days Dandies, and currently serves as Queen of Hell on Wheels Rodeo Royalty. She also participates in numerous leadership roles and community service projects across the state.

Rayelle Brewer

Rayelle  is a student at Maine Maritime Academy, where she is pursuing a dual major in Marine Biology and Small Vessel Operations. A graduate of South High School in Cheyenne, she currently holds a 3.7 GPA and has been on the Dean’s List since Fall 2022. Rayelle is a collegiate swimmer and has earned multiple academic honors, including Academic All-District and All-Academic recognition from the Little East and North Atlantic Conferences. She serves as a Residential Assistant, campus tour guide, and holds leadership roles in SLICE Campus Ministry. In summer 2024, she also worked as a Sailing and Science Instructor at the Boothbay Sea and Science Center.

2024 Recipients

Miles Porwoll

Miles Porwoll graduated with distinction from Cheyenne Central High School in 2024. He was a member of the National Honor Society, awarded academic letters for three years and was recognized as an AP Scholar with Distinction. Throughout high school, Miles played football for the Indians, serving as their team captain as a senior. He also competed in indoor and outdoor track, placing at state and serving as team captain his senior year. Miles is continuing his educational pursuits at the University of Wyoming, studying Environmental Engineering.

Tasha Seppie

Tasha Seppie is completing her education at Utah Valley University, studying Counseling Psychology. During her college career, Tasha has maintained a 4.0 gpa. While in high school, she was a member of the National Honor Society. She has also been part of the President's Honor Roll and the Dean's List while in college. When not involved with academia, Tasha is active in musical theater companies and working in event coordination.

Rachel Morey

 Attending Wilkes University, Rachel Morey is pursuing a degree in Environmental Engineering. During her time at Wilkes University, she has maintained a 3.78 overall gpa and has been on the Deans List. Rachel graduated from Buffalo High School in 2020. While in high school, she was a member of the National Honor Society and was on the Principal's Honor Roll. For the last fifteen years, Rachel has been active in ice hockey, playing competitively in high school and college. Most recently, Rachel has been an intern with Wyoming DEQ.

2023 Recipients

Josette Dziardziel

Josette is currently a freshman at the University of Wyoming studying accounting. She is actively involved in Future Business Leaders of America, Botany Club, and various community and civic groups. Originally from Douglas and graduating from Douglas High School, she continues to excel academically at Eastern Wyoming College and at the University of Wyoming.

Taylor Erickson

 Taylor is recently enrolled at the University of Wyoming after a year at Southern Virginia University. A graduate of Star Valley High School, Taylor received the President's Education Award Program and the Science Department Award while participating in the National Honor Society. She recently completed humanitarian work in Uganda and is an active member in her community.

Elizabeth Stump

 Elizabeth is a recent graduate of Cheyenne Central High School where she was a National Merit Finalist and AP Scholar with Distinction, and participated in the French Honor Society. She chaired the Mayor's Youth Council and was active in dance and civic events. Elizabeth plans to attend the University of Wyoming for International Studies with a focus on Global Economic Systems.
